[dev-context] pragma mirror

I see no reason not to announce it, but it looks like there
is a problem with rsync-ing the EXAMPLE section. (on my mirror
as well, I've fetched that part by hand for now). This part
of the site will normally not be used by users that need a
mirror, but the problem should probably be looked into.
