[dev-context] .rme files

[Taco Hoekwater]

Hi Hans,

Is there a compelling reason for this? I find this behaviour a
little bit odd and potentially confusing. (the same is true for
texexec.rme).

when no cont-sys.tex is found (or when you delete it) context will use
cont-sys.rme instead
