[dev-context] todo template on Contextgarden

Another option is to create Template:todo pages. I tried that it seems 
to work. Easier than correcting all pages by hand. I copied 
Template:Todo to Template:todo and moved Template:note to 
Template:note. Hopefully, everything will be fine now.
