[Dev-luatex] expansion of ~ in luatex

Hi Taco,

could you implement the expansion of ~ to
	$HOME	for unix
and to
	%USERPROFILE%	for win32
as done in the current kpathsea library? Or do you plan to incorporate
the new version of kpathsea?

I ask because currently I have to hack around that quite a bit in the
TeX Live installer and support programs to make it work equally on win32
and unix.
