[NTG-context] using \startfiguretext ... \stopfiguretext

How do I get a figure with text that is displayed like

	Figure
	Text
	Caption

where we first have the figure, then a description of it below, and
finally a caption?  So far I've only managed to get the text to appear
to the left or right of the figure.
