Yes, because the modules in the core depend on the context version.
So I think all modules should be listed, with some additionnal 
information
such that
	"in the core since  tetex-3.0-1"
or
	"in the cvs-core since  2005 mar 01"

e.g.
Textlive (2004) doesn't contains the bib and math modules,
but tetex-3.0-1 does:
