I don't know better, but this works:

\setupindenting[small]
\let\footnoteO\footnote
\long\def\footnote#1{\footnoteO{\setupindenting[small]#1}}

%\long\def\footnote#1{\footnoteO{\setupindenting[small]\indent#1}}
\def\SomePars{\dorecurse5{\dorecurse{50}{bla }\par}}
