It's a bug as the following small example shows:

\setuppagenumbering[alternative=doublesided]
\setupwhitespace[medium]

\placefigure[right]{}{\externalfigure[dummy][width=2cm]}

\input tufte \inothermargin{test} \input tufte

\stoptext
