Sorry, I had misunderstood \placelist's options. Make that

   \placepublications[criterium=chapter]

at least, that works for me.

I have fixed the other problem, and have already uploaded a new version
to the modules section at contextgarden.net. It should automatically
appear in the next context release as well.
