Yes with \setuplist .
For example I have used this
\def\PartCommand#1#2#3{%
\framed[width=broad,
        frame=off,
        align={right,lohi}]{\bfd #2\quad#3}}
\setuplist[part]
          [alternative=none,
           partnumber=no,
           before={\blank[1em]},
           command={\PartCommand},]
