you can make that

metapost.first_box       = metapost.first_box or 1000
metapost.last_box        = metapost.last_box or 1100

but even then, these vars are set in

mlib-pps.tex 61:   {\ctxlua{metapost.first_box, metapost.last_box = 
\number\MPLIBfirst, \number\MPLIBlast}}

so, it more looks like you have a faulty format file
