you can enable all TeX ligatures as a fontfeature:
(minimat example)

\definefontfeature[lig][tlig=yes]
\font\nolig=Tallys at 12pt
\font\lig=Tallys*lig at 12pt
\starttext
\nolig - -- ---

\lig - -- ---
\stoptext
